America Vote Act, signed into law on
One of the authorized activities is to “…implement new election administration procedures to increase voter participation and to reduce disenfranchisement….” Another authorized activity is “…to educate voters concerning voting procedures, voting rights or voting technology….”
In order to carry out these provisions of the Act, it might be appropriate to consider the possibility of each county distributing a “Voter Information Booklet” prior to each election. The office of the County Probate Judge would probably be the appropriate entity to supervise the production and the distribution of the Voter Information Booklet to all registered voters within the county.
The Voter Information Booklet should be designed to be user-friendly, easy to read, and filled with information that will make the upcoming election meaningful and easy for each voter.
The information included within the Voter Information Booklet might include: location of polling places, time polling places are open, information on voter registration and absentee voting, information about each of he candidates and political parties on the ballot, procedures for marking ballots and using voting machines, information on each measure such as state constitutional amendments on the ballot, procedures for voters to check their individual registration, and procedures for voters to determine what state house or senate district they are in.
Federal grants under the Help America Vote Act would probably cover a portion of the cost of preparing, printing, and distributing the Voter Information Booklet. Additional funding might come from state and county general revenues, and perhaps some funding might come from corporate donations.
